When to drop non-playing friends?
I'll drop when they have nothing to tap. Usually that's about four weeks. I'll keep some long time neighbors that only play for events and I know will come back.

If there's nothing to tap in a town, I'll make a mental note of that name.
If it happens again, I'll check their name on the list to see when they last logged in. If it's over 2 days, they are dropped.
I give more leniency for active forum members though.
For this event however, I've been more forgiving because sometimes the less active neighbors are the better towns for winning attacks.
