When to drop non-playing friends?
I'll drop when they have nothing to tap. Usually that's about four weeks. I'll keep some long time neighbors that only play for events and I know will come back.

My rule of thumb is about a week. I give more time if I really like their town, or if they leave a note on their town.
I am much less forgiving for repeat offenders. I remember if I find nothing to tap in their town... If it happens more than a couple times, I do get annoyed and I'm quicker to drop them, even if they're not gone a whole week.
