You can get Moleman from the Homer Buddha. The other characters may be added but probably won't be.

Depends on many factors. After Isaac Hayes quit South Park, they were able to sample old clips for one final episode with Chef. Seven years later - and after Isaac's death, the makers once again sampled his voice for the Stick Of Truth video game. Not sure why TSTO can't do the same, but like I said - depends on many factors.
They'd be unvoiced either way. I'm guessing that they aren't going to be added out of respect
Surely they should be added AS respect though?
