Where is Bart Sawyer?

I looked at the Simpsons Tapped Out Wiki about Bart Sawyer. It says that when I buy Stage Cabin with donuts in Taps Pt. 5, it should unlock Bart Sawyer, but it didn't. Was it a lie, or did Bart Sawyer not return? If you know how to unlock Bart Sawyer, please give me instructions.
