Yes, they must be in quests.

I agree with you. I have a couple low lvl friends with very few buildings/characters and in their towns it's hard to find cards, maybe just one or maybe two each time I visit...
I see no harm in trying back later, a shame some people don't seem to have that thought!
Different time zones mean people may be asleep and not collected their cards!
