Seems like that lowest resolution always fixes the issue for you judging by watching the video. Also how many cores does your CPU have ?
I haven't experienced much on my PC since they added a 5GB update that's not a mid-season update so I feel lazy to download it, especially with the fact that my internet bundle is running low.
