It's known as the floaty mouse bug, this is the same issue we have I believe since I got the same issue on PC using a mouse and if you searched a bit on reddit / YouTube you would find that term around there many times.
One last thing, this clip isn't from apex but it's really a good example showing the difference between having the problem and not having it.
