Fuse ult hit two players being respawned in the dropship

I was playing fuse and a sparrow was hitting the respawn beacon in Estates. I Fuse ulted the beacon, but the sparrow managed to get the respawn off. 

As the respawn ship appeared, the two players in the dropship got hit for 35 before they were even out of the ship. I don't even think their animation to spawn had started playing, as the dropship was still arriving. As they were falling, the ult was still hitting one of them a little bit.

No video, sorry. But this seems like a pretty big bug? My fuse ult should not hit people in the air and definitely not while in the dropship.
