Legend Upgrades not working after being respawned

I was playing as Wattson, when I was respawned from respawn beacon. Not a Box Respawn.
When dropping I still have my Legend upgrades. However, they don't work correctly.

For instance, Wattson has "All Support Perks", However when I go to revive my Squad mates after being respawned. I don't get the actual perks.
The icon shows that I have the Legend Upgrade, but the Revive isn't blue, nor is it decreased & when successfully reviving my squad member. They don't get the health regen from the "All Support Perks" which they should. Same thing occurs if I get knocked & have the 'All Support Perks, then get picked up. It doesn't give me the health regen.
