I intended to buy the whole 24 packs to obtain the Mirage Heirloom, but after buying 2, I did not see any progress on the bar. It's still 0/24, so I'm wondering if I'll still get the heirloom after buying 24?

It is a visual bug and you will get your Mirage's Heirloom after opening 24 retro-packs.
Same thing happened with the last retro-event and Respawn made a post about it on Twitter which I cannot find right now. They confirmed it's just a visual bug.
