Thanks for taking the time to make sure this was brought to our attention!
This absolutely falls under boosting, which is something we're continually monitoring and actioning. I'd wager those posting the comments in your screenshot won't be as happy when the account is actioned, but keep in mind that's not always immediate.
I've removed the screenshots here just to avoid advertising for that site, even unintentionally.
Additionally, the topic of boosting recently came up in our latest developer AMA. I'll quote the specific question for clarity, but feel free to check the link below if you'd like to go through the whole session.
Has there ever been any planned action against Xbox Looking for Group cheaters? If you search for a teammate in there it is mostly people advertising boosting services or looking for 6/9 man squads. It’s so blatant it seems like easy pickings for anti cheat.

While we are aware of Looking for Group for cheating on consoles, action isn't taken on users until they actually participate in behaviour that violates our terms of service. We do look at users in those groups to verify if our tools are catching them and are working! With the new systems we have put in place for teaming, the accuracy, confidence and thoroughness through automation has given us the ability to catch these users much more quickly, allowing us to not have to rely on manual sifting through Looking for Group lists :)
