Conquest - enemy scoreboard started at zero

I joined a normal conquest game and the enemy teams tickets started at zero, but was totally full. This ended up so that they couldn’t lose no matter what as their tickets didn’t tick down as expected.

Repro steps - nothing out of the ordinary, I started a match matching game of conquest on Xbox, (unsure if crossplay was on/off) joined the match and my team was the only one with “normal” tickets. 

unsure if this is the result of a bug or exploit

Map was Mirak Valley (I think it was called)
