EA-outage compensation still missing?

anyone else have this issue still? I've tried talking to EA advisors but keep getting ignored, is it worth hoping it will be distributed on 28th of october or should i just accept defeat?

I have the phantom edition and went into firing range on launch day when i couldn't play, does that affect my qualification  for compensation?
