Changing Engine Components Not Giving Grid Penalty

After qualifying in P1, I wanted to start from the back of the grid for a challenge, so I changed my engine parts to get a grid penalty. However, when the race began, I received a notification stating that I had a 22-place grid penalty, but I was still starting from P1.
