i cant change my display configurations

After the last upgrade , i discovered that all my display configurations arent working properly , i set my fps at 60 and half frame when in the menu and it doesnt work that way anymore, it uses the max of my gpu now , the same for graphics , and even when i change it in the settings nothing happens.
