Bug with rookies in franchise mode

I play on pc and after i draft rookies in franchise mode, on both imported and auto gen classes, the rookies will set to a default black skin and #22 even if 22 is taken on the team, leading to all the rookies looking the exact same and wearing 22, and also happens to all cpu teams. this has happened to both of my two offline franchise modes and has not been fixed since launch. you have to fix it by manually going into to edit players and editing them that way, any reason this is happening?
