Can’t unlock fast travel point in Hedgemont

I’m currently unable to unlock the Bonski Skatepark fast travel point. I have the district almost to level 8 and have gotten all the fast travel points before and after, but every time I hold Y to unlock, the progress bar on the button prompt fills up, then it makes the sound like I unlocked it. It then won’t ever bring up the prompt again unless I fast travel away or restart the game or something. I believe this happened on day 1 when the servers hit capacity later that evening and everyone got booted off. When the servers were lagging and before I got booted off, I tried to unlock that fast travel point and then everything started happening so I’m assuming something with the servers messed with my ability to unlock the fast travel point. I’ve tried two different days now to unlock the point, multiple times on those days and still nothing so just somewhat frustrating.
