This really doesn't address issues with certain vehicles like Little Bird just dominating by easily avoiding AA.
Or how terrible AA launchers are - You spend 5s doing nothing but tracking a helicopter just to get a "lock-on" and the pilot fires a Flare in 1s wasting all that work.
AA should be made dual mode. 5s tracking + Laser targeter which will keep the rocket on the Heli as long as the user keeps target lock with launcher.
With a Flare Cooldown of 15s.
This will force pilots to disengage for cooldown - instead of just coming back 2s later knowing flare cooldown is so short.
