Right-click The Sims 4 game tile in your Origin library and head to Show Game Details, then click Game Packs, and scroll down to Werewolves. Are you seeing an option here to install this pack?
I'm having the same problem except with the season's expansion pack. I followed these steps, and it does give me the option to download, however, when I click the download button, it doesn't work.
i downloaded werewolf pack it says in origin that its installed but nothing of the pack is seen when i open the game ????

I have the same problem with EA Beta. Feel like I've been scammed out of 20 quid. Tried downloading other games to see if it was the download manager but it is just the Sims packs. It seems that the app isn't connecting to it's server as I've inputted my cookies preferences every time I open the EA beta app (just appears its not working)
I am having the same problem. I am running Sims4 Legacy and Digital Deluxe. I have downloaded and installed both the Werewolves and Vampires Game Packs. When I start Sims4, I can see Vampires but not Werewolves.
Community ManagerWerewolves isn't compatible with the Legacy Edition- the only packs that are compatible with this version of The Sims 4 are all expansions that were released prior to Discover University. In order to play Werewolves, you'd need to upgrade to the 64-bit version of the game if your PC is compatible with that version.
However, if your PC is not compatible with the 64-bit version of The Sims 4, you can contact the live support team to get a refund processed for your Werewolves pack. You can get in contact with the live support team through the help site here, or you can reach out via Twitter or Facebook as well for more assistance on this.
