Re: Simcity Arcology won't send workers
@TCsoki - Make sure the Arcology is completely built (from the point of view of the city you're in). Once the Arcology has been constructed and you have clicked on the "Cut the Ribbon" button, you need to make sure that the Arcology is getting power and water.
You must have excess power and water available for the Arcology. Double-check this by going into Regional View and clicking on the Arcology. It should say "Working" in green.
Once it's powered and working, it's just a matter of time to watch the Arcology density increase. You won't see anything in your city regional view that shows workers commuting; watch the Population Details page to see jobs being filled. The column with "Commuting In" will be the workers you're getting from the Arcology.
It takes some time to build up the Arcology level; depending on your city's population and worker need, it can be a couple of months or more to reach the highest density. The Arcology increases regional and city traffic, since all of those workers have to commute. You have to have a decent traffic setup in your city, or it can create more problems than it solves. Low and Medium wealth workers will commute via mass transportation if it's available, so having a municipal bus station or train station will help with the commuters.
The first part of this video from Skye Storme shows how it works once it's constructed.
Happy Building!
