Hi @KStamp18 - There are very few mouse-specific settings in SimCity 2013. I'm inclined to lean towards an update or external mouse software being the issue. There have been no updates to SimCity 2013 since 2015, so the game options shouldn't have changed overnight. I did go into my game to double-check and I can pan either way - click and hold the scroll button or the left button.

I suggest that you check your mouse settings in case something got changed. I know there have been issues if you have the "display pointer trails" option turned on or if you change the pointer scheme. If you are running any mouse software, try temporarily disabling it to see if it makes a difference. To check your Windows mouse settings, press the Windows key + i > Devices > Mouse > Additional Mouse Options. Under the Pointers tab, choose the default system scheme. Under the Pointer Options tab, make sure "Display Pointer Trails" is off. 

It could also be a hardware issue - test the scroll wheel in a couple of other programs to be certain it is working properly. If it's a USB or wireless mouse, try moving the connection to a different port to see if that helps.
