Desync, desync everywhere.

So I quit BF4 months ago because of the horrible netcode and hit regristry and have just came back to appreciate the fall update. Everything seems 400% better than it was before except now I'm constantly desyncing so bad I can not finish a round.

Desyncing: Basically as I'm playing the world stops around me. People are running in place bullets handing in the air and no one knows I'm there. In this state I'm free to move around however shortly after when everything resumes I'm somewhere on the map I wasn't before the desync and 90% of the time dead.

AMD 4 core CPU 3.00GHz

D/L Speed as of today: 98.4MBs // My ping for any server including ones in Russia never goes over 84. Usually my ping in game is about 40.

U/L Speed as of today: 34.7MBs

No ports are blocked 

Anti-Virus Off

FireWall Off (I have to have these two off or BF4 won't load even though its allowed...suspisious)

This is the only online game I have a problem with...like usual. Before you point fingers at my ISP again please understand I play Planetside 2 without a hitch. Thats 1000 players on a map all trying to kill one another.
