Re: missing bf4 premium and all CTE dog tags
According to your profile, all the Premium dogtags are available (except ones that have to be unlocked by completing an assignment), so you should be able to equip them normally. Also, black and white dogtag with a bit of blue (called "Premium dog tag") is unlocked by completing Phantom Operative assignment. About CTE dogtags... each CTE dogtag requires playing for some time and getting a certain number of kills in CTE:
CTE Noob - 50 hrs played, 1300 kills
CTE Advisor - 150 hrs, 4000 kills
CTE Specialist - 300 hrs, 8000 kills
From what I've checked, you didn't get there yet. Once you meet the requirements, you will have to log in to CTE, go to Soldier --> Unlocks --> select the right CTE dogtag and unlock it. Once you do it, it will appear in your BF4 Battlelog profile too.
