Did you already download the DLC packs once yourself, to your French PSN account?

Reason I ask is that the purchase certainly in the SONY App store is linked to the main account that you have on your Playstation.  Hence, its only possible for that main account to download them.  It might be different if you somehow have a voucher that gives you the right to download those DLCs, but not if within the Sony PSN environment.

You can then ofcourse change your residence and even also your PSN user name.  But it has to be linking back to the same PSN main account on your Playstation, for that account to work for downloading those DLCs today.

I am not 100% sure if all BF4 packs for European region all includes all the language versions in one, so cannot tell if you will be stuck with maybe a French version or they will switch and support e.g. a German language pack to support those DLCs if you have moved home location.  But it certainly works well for me, as I have a PS4 in 3 different European countries, but I use the English language version on all of them, to make it easier and more practical also for international friends on visit from various countries, etc.  And I made my original purchases of the BF4 game and DLCs in e.g. France and Belgium.  While if switching the console language to UK English, then the games all show up using English also.   So in that respect, think all will work well for you with regards to getting the French to German language packs.

With regards to regions, then I am only familiar with the countries are even blocked from exchanges of contents/value.  E.g. a PSN voucher bought in USA or UK will not work if you have your Playstation in France and log on to use it in the French app store.  So similar, a voucher from France, will most likely not function for a Playstation in Germany if connecting to the German app store.  Sony changed the workings of this a few years back, so it uses the geo-location of your IP connection and doesnt care about what geo location you actually enter into the user profile anymore...   Using VPN is possible but troublesome, so I gave up fighting that battle a few years back and have since now bought local copies of everything.  But maybe some fellow posters have some more recent experience with this area also?
