I see your frustration with the party system as I have had issues myself. As far as finding a fix for it, I dont have a ton of options as I have not played BF1 anywhere near as much as BF3 & BF4. I know a while back, the best option was to create the party via Origin Game Invites. Try that to see if that helps with the parties at all.
As far as your suggestions, those will not help here, as this is just a technical help forum run by players like us, there are no DICE Devs here. Your best bet for getting your suggestions out there would be to head over to the Battlefield Forums and post your ideas there.
