If you have one of the previous routers switch it with the router you are using now. If you can see the ping you have your answer. Your new router may be blocking ICMP traffic.
why would it be blocking icmp while other two router were not blocking? i did not alter any windows settings
Only thing it leaves me to think it could be is that in my router firewall it made created a port forward for origin/battlefield ports 9308 and 9305
What is this and how do i check it ?
Would have to search the name of your router and port forwarding. Could also try doing it in Windows Firewall, not sure if that will give the same result but maybe someone here can confirm

A couple of questions, why did you reinstall Windows, what Windows version are you on and was it the same version you were already on? Why did you disable IP ver 6.What other settings have you messed with?

Since you can see your ping with the mobile hotspot, That tells us your computer is ok. So that leaves only the router as a problem. You will need to look up your router on google and configure it. We don't know what router you have so it would be near impossible to see what setting/settings are incorrect, but is should be under ICMP someplace. I'm not an expert on routers so someone here may be able to guide you through the process.
NOTE: If port 80 didn't work you would not be able to web browsers, so leave that be for now.
