FWIW, I've done the following:
Turned Origin off in-game
Repaired the game
Reinstalled video drivers
Deleted the contents of the settings folder
Turned off DX12
I can select 60Hz in-game and it asks me to confirm, but the game is still stuck at 30Hz
No problems with the many other titles I run!
....and I've turned Bitdefender off
...and finally!
If I use borderless window, the game still sticks at 30Hz in the in-gmae menu, but actually runs at 60Hz. If I select fullscreen it drops back to 30Hz. WTF?

Is Vsync off both in-game and in the Nvidia settings?
Thanks guys. Finally got this sorted.
I was unable to change the VSync in-game. It was stuck to ON. In NVidia control panel, the game setting was "application controlled". Once I turned this off, the game ran at full speed, but with terrible screen tears. Strangely, the game reported that it was still running locked to 30fps. I exited to game and GeForce experience could finally "read" the settings and optimised. Once restrarted, the game is set to runn at 60fps with VSync on. Result!!!

I spoke too soon. Even with VSync on (in-game) it's actually off and continues to tear.
Acording to Steam, I have 161 games, plus some on Uplay and this is the only one that can't sync. Wow ☹️
