I think this might be an issue with 'Classic Soldier Weapon Tuning', with it set to 'Off', the problem seems to have gone.

Whats the classic weapon tuning?
- @GrizzGolf Its an option you get when you create a Portal server. If you choose a faction from an old BF game like BF3 you get the option to have the weapons behave how they used to in BF3 or have them behave more like the weapons in 2042, what exactly is the between the two I don't know, probably things like bullet velocity and bullet drop. Either way, setting them to behave like they did back in BF3 definitely causes hit-reg issues for me.
