Everybody have all the content, but you need to unlock it by playing the game.

It's just weird that the highest edition of the game 2 years ago doesn't equate to the new highest edition of the game
- @themrewpThe only difference between go,d and elite is you get a book and soundtrack lol, hope that was worth it. Chusma is right, you need to unlock the vehicles in game. If you go to your Collection, then click on the vehicle you want that is locked, and in the right hand upper corner it tells you what you need to do to unlock it. Some came via the BattlePass so I’m not sure how you get it if you didn’t olay, I think they give alternate missions?
