The following is the default location of EA Desktop, you can run it or create a new desktop shortcut from there: 

C:\Program Files\Electronic Arts\EA Desktop\EA Desktop\EALauncher.exe

If that file is not found, you will need to reinstall the program.

If required, get the installer from here: https://www.ea.com/ea-desktop-beta
