I just fixed this issue on my PC. There are two things you have to do. The first is to update or download the latest Microsoft Visual C++ 2015-2022 redistributable. Click https://learn.microsoft.com/en-us/cpp/windows/latest-supported-vc-redist?view=msvc-170 and lastly, download or update DirectX 9.0 Web Setup.
