Finally got it working! I don't know what happened with the resolution but I booted up a different game, minimized full screen then launched f1 23 and it opened properly in a very small windowed mode. From there, I was able to go into settings and properly configure the display. Weird problem but all good now

Sounds like an overlay issue. You can set an option to play music if the game is not in focus, or disable it to hear when the game hasn't.
ALT-TAB may work if you get it again, but if you do, post which overlays are running.
