I don't know enough about how this area to be confident but I think there are two aspects here. Firstly, if everyone knows that cheats are freely available and used then it has a negative effect in terms of more people likely seeing their use as acceptable. EA actively making this harder and importantly being seen to do so would help with this in my view. Secondly, I vaguely wonder if for the online modes the core game physics parameters (like those that determine grip) could all be loaded in from some network file into ram when a lobby is joined rather than relying on a locally stored file that can be modified?
