Do you have a recorded clip of this? Based off the NFL rules if the player that was supposed to hold onto the ball lost control and it bounced out of bounds, it's going to place the ball where that player last had possession of it. If the ball was never picked up by another player on the team, it sounds like this is working by design per the NFL rules.
