Madden 19 roster won't load

Madden 19 on PC 

When trying to download a roster that has been downloaded from the Madden share it says "Success   File Loaded successfully" but when you check the rosters nothing has been changed. 

I have tried shutting down the games and reopening, shutting down Origin, going offline, taking off cloud snyc and I have reinstalled the game and nothing has worked.
