The moral system is not solely based on the points you spend into charm and/or intimidate.

Many dialogue options depend on the actual number of Paragon/Renegade Points you have, and your Renegade bar is almost empty.

So this is not a bug, you just don't have enough Renegade Points to get the Renegade dialogue option.

    Same can be said about Feros where  some dialog choices are not available only because you just don't have enough Paragon/Renegade points. Leave Noveria to very last thing to do and you will get what are you looking for (assuming you are collecting the paragon/renegade where available).

    There is also an easy way to verify this is you have a save pre-talking to him, and haven't gotten the pass to leave yet, but does require using a glitch to max out your renegade points.

    To do the glitch, do Lorik's quest to get his pass, talk to Giovanni(secretary who is undercover) and agree to get Lorik to testify.  Talk to Lorik and get him to testify, which kicks you out of conversation with him...Talk to him again, yes it doesn't offer to get him to testify again yet....but talk to him about Matriarch Benezia which should take you to a different convo wheel, choose the return option and low and behold, you can ask him to testify against Annolais again.  Of course I am meaning you to use renegade option to get him to do this every time, and it should give you about 25 points each time you do this, so just max your meter and then go try the Espionage quest again and see if you get the chance to renegade him.

    I personally like this glitch since it allows me to max out para and rene after I get 5-6 points in charm and intimidate.

    Thank you all for your responses. As mcsupersport suggested, I filled out my Renegade bar to the max using the Lorik dialogue. Interestingly, this caused a different issue. The Intimidate option is now available, but with the exact same amount of Paragon points that I had earlier, I am now unable to select the Charm option, which was previously available. I then decided to fully max out my Paragon bar as well and try again. In this case, with both bars maxed out, I was unable to select the Intimidate option. This has to be a bug. 

    Further, this is the only Renegade option I have seen in the entire game that I could not select on this character, even though my Renegade points have always remained this low. Even on Feros, I had the options unlocked to Intimidate Jeong.

    You obviously on a PC, so you can use this save editor to set your points. 

    The exact internal calculations of the Morality System is not documented afaik.

    One side effect of the Lorik exploit is that you now have more Paragon/Reneged points as the game normally has overall and and that might mess up the system.

    There will be decisions later in game that are bound to the same mechanic as this one, and it is suppose to be that way.


    The morality system is suppose to reflect your play-stile, this is an RPG after all. If you are a Paragon you are good in charming people, not so good in intimidating them.

    It would not make sense if you would have all the Paragon/Reneged options available if your Shepard follows a specific morality path.

    Thank you for the suggestion. Yes I am on PC. This is not such a big issue, I just wanted to post about it in case it is a bug. I agree that using the Lorik glitch could possible have stuffed this conversation up, however I have also read about this issue on the mass effect wiki, with people reporting the same thing, either not being able to use the Charm or the Intimidate option in the original game release.

    The other thing is, this is the only conversation throughout the entire game where I have experienced this. I have completed the game and all the assignments available. Yes, my Shepard is mostly Paragon and my Renegade points always remained low, yet with the rank 12 in Intimidate I still had the option to select all of the Intimidate options but this one. As for it making sense, I much prefer the system in ME2 & 3 where these Charm/Intimidate talents were removed. Especially in ME3, where your reputation governs the availability of these options, not your morality score.
