You'll need to download all the required updates. If the game wasn't played in a while the update could take a little longer to complete.
The same problem for me too, and I just updated the game yesterday !

Are you using an external hard drive for your console?
When I open the game, I have 13 updates to download. This happens every time I open the game, even though I wait for all of them to download before starting. Tried uninstalling and reinstalling the game and didn't fix it. Game and save data are both on console

Can you try restoring the license to see if that helps?
Select
(Settings) > [Account Management] > [Restore Licenses].
I fixed that by saving roster from settings

Me too. I play almost every day but for about the past week, is it's like it's downloading every update from 6/19/19 and forward. After 10-15 mins it's done, then you can play.

Actually no. Today it's downloading all the updates again. Ridic!! 👎👎
This happens to me every time on Xbox one. Extremely frustrating. Takes 5-10 minutes.
