Dune: Battle for Arrikis MMOrpg/RTS (Game concept I can't program&design myself)

I would have directed this to west wood studio's, if they we're still around; but, here ago. I see a mobile game taking the globe in this game: http://www.old-games.com/download/5219/dune / http://www.old-games.com/download/306/dune  , apply a random map for the globe as in this game, X-com: http://www.old-games.com/download/1005/ufo-enemy-unknown , and applying that random map generator to this Game, Dune battle for arrakis: http://www.old-games.com/download/5845/dune-2000 ,  I see an online multiplayer where players choose factions and fight to harvest the most spice; can it be done? Honestly, I got to admit, I never made it to the second chapter in the Book: Dune, but Dune battle for Arrikis is the game that introduced me to RTS and Ive been a fan ever since:
