Bullets Hitting and Not Counting or Counting but Math Doesn't Make Sense

What happens when the bug occurs? Either my bullets aren't counting or the count doesn't make sense
What should be happening instead? My bullets should consistently be hitting and the math make sense
Steps: How can we find the bug ourselves? Go play on average internet and don't be on a predator acct - you will probably encounter it
In this particular instance, I shot a Bangalore with a white body shield for 186, 186!, and she did not go down and did not heal - how is that possible?!?! Other matches, I see the bullets 'hitting' (you know, the impact splatter that happens), but no stacking numbers and then I get downed. I'm assuming it is known but no patch has been created - I see a lot of other players claim it too - The only thing I can figure out is that if it is a higher level player or someone who might have 5G internet, their shots are getting more credit.
