Windows 11 Limited FPS? Stuttering. Low FPS.

Product: Apex Legends
Platform:PC

Which Legend were you playing (if applicable)?
Which Legends were your squad mates using (if applicable)?
Where did the issue occur? In a match
Which part of the map or menu were you in? If you don't remember the exact name, please describe the area or what you were trying to do in the menu. everywhere
What were you doing when the issue occurred? E.g. respawning a squad mate at a beacon, using an ability, a squad mate left the game. all the time
Did your squad mates also experience the issue? No
How many matches had you played in a row before the issue occurred? many
When did this happen? (dd.mm.yy hh:mm)
How often does the bug occur? Every time (100%)
How severe is your issue? Major impacts to gameplay
What happens when the bug occurs? Recently updated to windows 11. Apex was working fine. Then noticed that it started to running really sluggish. FPS limited to 15. Previously would run at 100+. Reinstalled the game, reinstalled NVIDIA drivers. No improvement. Happens in all maps, even the firing range.  Even when reduce all in game settings to low, not major change to FPS goes up by 1 to 15FPS. Completely unplayable now. Sad.
What should be happening instead? Game should run smoothly
Steps: How can we find the bug ourselves? Pls help me trouble shoot.

    Thanks for the updates!

    Have you tried starting up your PC in a Clean Boot to test and see if that makes any difference? That way if there's anything else running that could be related to the FPS issues it might help to get around it.
