Pro rating and achievement booster. Please help

Good afternoon.
I'd like to file a complaint against player . This player professionally boosts achievements and daily ratings. He streams his exploits on Twitch every day. I request that you take action because:
1) He violates the game rules by gaining access to other people's accounts for money.
2) He kills newcomers at low ranks, ruining their experience in the new game. He has played over 10,000 hours and shouldn't be playing with such players.
3) He insults innocent players he kills at low ranks on his stream, calling them alcoholics or noobs.

I strongly urge you to pay attention to this character, as my friends often can't play normally because of him.
His YouTube channel contains recordings of games played on other people's accounts; he posts them and advertises his boosting services on his stream. He also has his own store on the social network
