    I've heard Radeon 6000 series GPUs are having issues when the newest Radeon driver version 25.5.1 . Perhaps installing an older driver version 25.3.1 will help fix the stutters.

If nothing else has changed in your system I would almost say you have been switched from one region to another when it comes to servers. For example you previously were put on EU servers and now it shifted to Asia.
