They probably Pulled a Destiny... The content is there in the base game but is only suppose to unlock when the Season starts and may have glitched and showed up too soon.

@RuggelsCould be. That happened during the beta and it showed all the specialists but you couldn't select them outside of the three that were in the beta.

@CantGetRight I wouldn't put it past them. Destiny did that as a cash grab. Sell parts of the main game as "DLC". Buy the DLC to unlock the rest of the base game.
