One suggestion is that they could give the loadout crate a large "ammo box" AoE. That would definitely make him more useful, tons of people would run towards it for ammo if it worked that way. Interacting with it and opening a menu just for ammo is just poor game design, sure you can still do that interaction to switch weapons etc but an ammo "circle" should be added to it.

And perhaps they should give him back the armor distribution ability, maybe make it half armor per satchel though.
