Quad core cpu isn't fast enough even with hyper threading. Even older 6 core cpu like the i7-8700k dips below 60fps in 128 player modes.
A modern 6 core cpu will run near 100% usage. For the smoothest gameplay a modern 8 core cpu will leave some cpu usage overhead.
As you said, the only optimization is to play game modes with a lower player count.
