Best you can do is create your own Portal server, choose the game mode and maps you want and enable PvP AI.
But don't change anything else, since enabled PvP AI doesn't allow any other changes, or it will go down to Restricted XP!
As long as you don't change any other settings besides the enabled PvP AI, you can have Moderate XP on that server.
Which means you can do weekly missions, get ribbons, some moderate XP and also progression till T3(mastery 12).
