It's not pay to win and it has nothing to do with your rank (which is what S levels are once you get to 100).   There is a separate battle pass--we just started season 4.  As you play and gain XP/do weekly assignments, you advance through the battle pass.   At each tier a reward is available.  Some are free/available to all, while some require that you purchase premium battle pass (or have the Deluxe or Ultimate editions of the game).   All unlockable guns are free.   So all you have to do is play.  Level 34 of the battle pass is what you need.   FWIW, I'm at level 43 after only a week.
