Yeah. This problem was more prevalent in early release of game and they mostly solved it. DICE reintroduced this in the #1.0 update. They also reintroduced the issue with friendly marker/nameplates being missing (especially at range). I think they troubleshoot some of these issue with trial-and-error changes in production.
I had a similar effect yesterday and it seems that this only happen when you look thru a scope.
If don't know if this happens with every scope and maybe it need to be tested if this only is with the brighter yellow colours
So, with that I would say that this video is without any enhancement.
Also, I watched the video today again and again, you can see that the Teammates close to him don't have bright Glowsticks only person thru the scope are bright.
