I think create a server is an option in Portal itself once you click into it. Could be wrong though,  I've spent very little time in there.

Tried to give it a go on my iPhone earlier.

Was making progress and then it would get stuck on some of the rule-change screens and wouldn’t let me confirm and proceed.

Seems that’s broken too 🤦🏽‍♂️

I’ve given up on it for now.
