If frame rate doesn't go up when lowering resolution, it points to a cpu bottleneck.

I have the exact same problem. I have a Ryzen 9 CPU that never goes over 32% usage. So I don't see how it can be a processor bottleneck. I even tried running the game at a ridiculously low 1280x1024 and I still can't go over 80fps. I run the new Call of Duty at 2K, with all settings to max and I get 135 fps.
System: Ryzen 9 3900X, 2070 Super, 64GB 3200 ram, 1TB NVME PCIE 4.0
